This position is available for our office in Rockville, Maryland.

General Description: The Chief Estimator will direct and oversee all operations of the firm’s estimating function. Develops policies and procedures related to the bid process, and has final approval over all bids and proposals. Schedules estimating staff to ensure that bids are created in a timely manner. May personally develop estimates for large or complex projects. Reports to Vice President.

Duties and ResponsibilitiesThe Chief Estimator is responsible for the oversight of the estimating process for all projects bid and awarded, and will establish standardized procedures, methods and processes for estimating and training estimating resources in the use of the same. The Chief Estimator will oversee analysis of past performance on projects and establish estimating standards for all future estimates based on such analysis, and assist in oversight of the historical cost database, bid management and estimating software. The Chief Estimator has input into final decisions on procedures, processes, techniques and personnel for assigned projects. The Chief Estimator works with the Executive Management Team to oversee department standards for deliverables. Manages and coordinates the people, software and other resources used to perform the estimating functions for the firm. May personally develop estimates for large or complex projects. Reports to senior management

Attends pre and post-bid meetings. Assembles bid files including all development information that was utilized in preparation of the estimates. Ensures that all contract issues such as SBE, time constraints, special construction methods, etc. are addressed prior to submission of the bid. Analyzes estimated vs. actual costs upon project completion when directed by management. Accepts input from project executives regarding subcontractors, labor and equipment hours, construction methods, and makes adjustments to estimating cost factors as necessary. Assist in the preparation and review of Design Documents as requested. Participate in the transfer of information on successful projects including the Job Kick-off Meeting. Participate in periodic reviews and visits to projects as appropriate. Pricing of project changes/ design impacts as required.

Identify risk issues and their order of magnitude. Directly supervises and reviews the preparation of estimates (conceptual, hard bid, and design-build) including quantity take offs, scope review of sub quotes, preparation of self-perform estimates, and pricing of the control estimates. Manages and coordinates bid document review to ensure complete scope of project is captured. Maintains and communicates data on construction and material cost trends affecting project costs. Develops strategies to effectively win profitable work.

Provides departmental leadership to ensure the success of the estimating team. Assigns lead roles & responsibilities for estimating team for each project. Directs or assigns the preparation of material take-off from project plans and documents. Develop training/ mentoring program and work closely with estimating team to increase knowledge and capabilities. Oversee individual estimator’s professional development.

Job Requirements:  Position requires a professional and organized individual who can work in a fast-paced construction business environment. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected.

Education and Requirements:  Requires a bachelor’s degree with at least 10 – 15 years of experience in estimating including leadership roles. Prefer 4-6 years’ experience field experience. Must understand all aspects of the construction/building process and have a diverse background of construction industries. Must have Healthcare & Laboratory Experience and Government Contracting experience. Certifications: CPE, LEED AP, PMP are a plus.Full time permanent position. Salary based on qualifications. The ideal Project Estimator:

  • Estimates project costs.
  • Gathers details and compiles data to estimate all production costs according to specifications.
  • Has knowledge of commonly used concepts, practices, and procedures within a particular field.
  • Helps determine necessary resources for projects based on cost estimates and budgetary constraints.
  • Demonstrates a certain degree of creativity and latitude while relying on instructions and pre-established guidelines to perform project estimate functions.
  • Is a team player who works with the field staff and other bid team functions to create a comprehensive scope solution

DUTIES & RESPONSIBILITIES:

  • Attends proposed project site visit/assessment. Performs bid preparations and material quantity take-offs.
  • Prepares accurate and competitive control estimates for projects assigned to them.
  • Prepares cost estimates and proposal documents for construction projects or services.
  • Obtains comparative quotations for materials and subcontractor services.
  • Compares subcontractor proposals with required project scope, determine proposal completeness, and assembles all proposal files in preparation of the estimates.
  • Develops risk assessment for constructability issues for scopes of work required and requested.
  • Coordinates all subcontractor costs, management fees, and general conditions to ensure complete project estimate. Developing RFIs and bid clarifications to ensure adequate scope and subcontractor coverage.
  • Reads & understands scope solutions to ensure all costs are calculated.

REQUIREMENTS:

  • 2-5 years in estimating role or previous field construction work with a strong desire to learn.
  • Familiarity with standard concepts, practices, and procedures within all CSI Divisions.
  • Ability to read & interpret construction plans & specifications.
  • Excellent Math skills.
  • Proficiency in Microsoft Office Suite
  • Ability to communicate effectively amongst multiple groups and end users.
  • Ability to effectively manage time to complete multiple proposals at once.
  • A bachelor’s degree in a related field is desired, but not an absolute requirement.

The ideal Project Manager:

  • Manage subcontractors and coordinate subcontractor work to ensure the project schedule is met
  • Understands construction sequencing
  • Can conceptually build the project in its entirety and execute said concept
  • Effectively communicates with all project stakeholders: client, customer, end user, architect/engineer, and executive level
  • Ensures all work is installed per the design documents and that quality is met
  • Identify and resolve problems and conflicts early by utilizing specific controls established in the quality control plan.
  • Knows and understands their audience
  • Works independently and is a sound decision maker

DUTIES & RESPONSIBILITIES:

  • Knowledge of corporate and client Quality Control Program(s):
  • Creates the site specific QC plan
  • Keeps the QC plan updated
  • Conducts and documents the 3-phase inspection program
  • Utilizes the deficiency log to create a 0 punch list project
  • Timely performs the pre-final and Final inspections
  • If there are punch list items they are completed timely
  • Understand government documentation requirements
  • Safety:
  • Reads and understands corporate Accident Prevention Plan and executes the plan to include all documentation
  • Has a working knowledge of the Corps Of Engineer safety manual/requirements, i.e. EM 385
  • Knows and understands infection control standards and methods pertaining to working in occupied medical setting.
  • Proper use of the deficiency log. Performs timely inspections and uses the deficiency log
  • Conduct Owners meeting to ensure there is a complete understanding of the project and any current issues or outstanding questions.
  • Prepares our pay requisition to the customer and then prepares and sends subcontractor invoices to accounting
  • Understand and is proficient in ViewPoint CS
  • Prepare budgets and understands project budgeting processes.
  • Write and execute subcontracts and the scope of work
  • Scope and price construction change orders
  • Manage schedule, close out and job cost
  • Develops monthly progress reports to the customer and develops Monthly Risk Reports
  • Manages the submittal process for construction materials
  • Proactively manages project risk per corporate and client Risk Management Plan
  • Basic Understanding of LEED® Sustainable principles and is capable of implementing LEED® design elements

REQUIREMENTS:

  • 4 Year technical or Business degree or minimum of 5 years of experience in a related field. These requirements may change based on the requirements of a contract and the Project Manager may be labelled a different type of position to accommodate contract requirements.

SKILLS:

  • MS Office/Computer skills
  • ViewPoint CS knowledge highly preferred
  • Good verbal and writing skills
  • Capable of defining roles and responsibilities
  • Know and understand our contracts
  • Is capable of training those below them to take perform their job
